OverviewWhat is AIQ counselling, and who runs it?

For NEET UG admissions, 15% of seats in government medical colleges across India are filled through the All India Quota, along with seats in Deemed universities and Central institutions. These are all handled centrally by the Medical Counselling Committee (MCC) through an online counselling process on mcc.nic.in.

You take part by registering on the MCC portal, paying the counselling fee, and then filling and locking a list of college-and-course preferences. Seats are then allotted round by round, based on your rank, category, and the preferences you locked.

ScheduleThe AIQ counselling rounds

MCC counselling happens in a fixed sequence of rounds. The typical structure is:

1. Round 1 — First allotment based on ranks and locked choices.
2. Round 2 — Fills seats left vacant after Round 1 (including seats freed by upgrades and resignations).
3. Round 3 / Mop-Up Round — Fills remaining vacant seats; often the last realistic chance for many candidates.
4. Stray Vacancy Round — Fills the final leftover seats; participation rules are stricter.

Each round has its own registration, choice-filling, allotment, and reporting windows. Missing a window means missing that round.

MechanicsHow choice-filling and locking works

This is the step most students underestimate, and it's the one that matters most.

1. Register and pay on the MCC portal for the round.
2. Add colleges and courses to your choice list. You can add many, in any order you like.
3. Arrange them in your true order of preference — most-wanted at the top, least-wanted at the bottom. This order is critical (see below).
4. Lock your choices before the deadline. If you don't lock, the system auto-locks whatever order you left — which may not be what you intended.

How allotment reads your list: the system goes down your locked list in order and gives you the highest preference you qualify for at that round's cutoff. It does not skip around to find your "best" option — it respects your ordering. That's why the order is not cosmetic: a college ranked #8 that you'd actually have preferred over your #3 will simply never be offered to you if your #3 clears first.

StrategySafe, Target, and Reach: a simple way to plan your list

A useful way to think about which colleges to include and roughly how to group them is the Safe / Target / Reach framing:

• Safe colleges where your rank comfortably clears recent closing ranks. High likelihood of allotment. These anchor your list so you don't come away with nothing.
• Target colleges right around your rank's range, where recent cutoffs sit close to where you stand. Realistic, competitive options.
• Reach colleges whose recent closing ranks are better than your rank, but not impossibly so — worth listing higher if you genuinely prefer them, because cutoffs move year to year and later rounds sometimes open up.

A well-built list usually spans all three: enough Reach and Target options near the top to capture your genuine preferences, anchored by Safe options lower down so you're not left empty-handed after the final round.

After allotmentReporting, upgrading, and resigning

Once you're allotted a seat, you'll typically need to report and confirm it within a window, or risk losing it. Depending on the round and seat type, you may have options to:

• Accept and freeze — keep the seat, exit further rounds.
• Accept and upgrade — keep the seat but stay eligible for a better preference in the next round.
• Not report / resign — decline, with consequences that vary by round and seat type (some carry restrictions on later participation).

The exact rules for freezing, upgrading, and resigning are set by MCC for each round and each seat category. Read the current round's rules on mcc.nic.in carefully before you accept, upgrade, or decline — the penalties for getting this wrong (like being barred from a later round) are real.

PitfallsCommon mistakes to avoid

• Ordering by "what I'll get" instead of true preference. The algorithm handles feasibility; you state preference. Don't sabotage your own list.
• Filling too few choices. A short list risks going unallotted, especially in early rounds. List generously.
• Missing a round's window. Registration, choice-filling, and reporting each have hard deadlines. Track them on the official portal.
• Relying on a single year's cutoff. Cutoffs move. Plan with ranges, not one fixed number.
• Confusing AIQ with state quota. They are separate processes with separate rules. Don't apply state-quota assumptions to AIQ, or vice versa.
